Andrew (Andy) Martinez, Chairperson
Andy, a resident of Williamson County for the past 15 years, has been married
to Fran for over 35 years. They have two grown children Andrew and Desiree.
Andy has over 30 years of Management and Executive experience in the
Information Technology field with international corporations the likes of IBM,
Lexmark International, NCR and Permond Solutions. While at IBM, Andy served as
the Personnel Programs Director for Field Personnel Programs and as a
World-Wide Services Consultant on the Corporate Staff in Armonk, New York.
Andy holds a Bachelor of Science degree in Marketing, from Syracuse University,
graduating cum laude from the University; also elected and inducted into the
Alpha Sigma Lambda National Honor Society.
Andy is also very active in the Community, holding leadership positions in
civic and social services organizations in Central Texas. He is currently
employed as the Executive Director of the Greater Austin Hispanic Chamber of
Commerce.

Deborah Williams, Vice Chair
Ms. Williams has been a citizen of Round Rock, Texas since November 1983 and a
Round Rock Housing Authority commissioner since June 2006.
She is currently employed by the Department of Aging and Disability Services
(DADS). Her duties include coordinating the software development activities of
programmers and analysts in the Application Development and Support unit.
Ms. Williams has been married to Sylvester Williams for over 25 years and they
have two sons and one daughter.
In addition to serving on the board of the Round Rock Housing Authority, Ms.
Williams serves on the board of the All Nations Christian Center in Round Rock.
Ms. Williams recently received a Master in Business Administration. She holds a
Bachelor's in Computer Programming & Math from St. Edward's University.

Robert Penagos
Mr. Penagos has been a resident of Round Rock since 2004. He is currently
employed by the Housing Authority of the City of Austin. His duties are to
provide leadership and direction to HACA Maintenance Department. The main thing
he most enjoys about his job is, "Public service provides a phenomenal sense of
accomplishment and fulfillment that only comes from knowing that you have made
a difference in the life of someone else."

Paul Emerson
Paul has been a resident of Round Rock for the past 5 years, were he lives with
his wife Polly. Between them they have 4 grown children: PJ, Philip, Deanna,
and Phoebe. Paul has over 10 years of budgetary experiences at the state level,
and is currently a State Financial Analyst with the Texas Association of
Counties (TAC).
Paul earned dual degrees in Political Science and in Speech Communication from
Oregon State University. He also received a JD from Thurgood Marshall School of
Law and a MBA from Prairie View A&M University.
Prior to his employment with TAC he worked for the Texas House of
Representatives as chief of staff for Speaker Pro Tempore Sylvester Turner. He
also worked for three years as a Budget Analyst on the Senate Finance Committee
and a year as a Policy Analyst for Senator Rodney Ellis. He began his career in
state government by working at the Legislative Budget Board (LBB).
Paul is very active in the community by serving in previous years on the
Citizen Bond Committee for the Round Rock Independent School District and also
on the current 2007 committee. Paul also serves as the Sub-chairman of the
Finance Committee for Tejas District, Boy Scouts of America. He is also and
active member of the Cottonwood Baptist Church in Del Valle, Texas.

Veronica Carmona, Resident Board Member
Veronica has been a resident of Lance Haven since November 2006. She joined the board shortly thereafter. Veronica is very interested in seeing residents move to self sufficiency and wants to create programs for children.

Ebby Green, Executive Director
Ebby holds a Bachelor's in Business Administration, a Masters in Public
Administration, is a licensed real estate sales person and is certified as a
Public Housing Manager. She has worked with a variety of affordable housing
programs over the past 18 years and has served as the Executive Director of the
RRHA since December 2001.
Ms. Green has set a goal to provide resident services that will promote
self-sufficiency, and expand housing opportunities for local families.
